Citizen of the Month – Maribel Santa Cruz, Studio D – 1st Ward Council Member Sanchez, along with the Mayor and City Council, presented the certificate. Ms. Santa Cruz thanked the City for the recognition. 1. Proclamation for Juneteenth Week in the City of San Bernardino ­ June 16– 22, 2025 (All Wards) The Mayor and City Council presented the proclamation to Justin Sexton, on behalf of Tristin Douglas and Jerit Smith of “Only Empire Now”. PUBLIC HEARING 3. Fiscal Year 2025­2029 Consolidated Plan and FY 2025­2026 Annual Action Plan Associated with the Community Development Block Grant, HOME Investment Partnerships, and Emergency Solutions Grant Programs (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Approve and adopt the Fiscal Year 2025-2029 Consolidated Plan (ConPlan) and draft Fiscal Year 2025-2026 Annual Action Plan associated with the Community Development Block Grant, HOME Investment Partnerships, and Emergency Solutions Grant Programs; and 2. Adopt Resolution No. 2025-308, authorizing the acceptance and allocation of the Fiscal Year 2025-2026 Annual Action Plan; and 3. Authorize the Director of Finance and Management to adjust the Fiscal Year 2025-2026 Budget appropriation to align with the Fiscal Year 2025-2026 Annual Action Plan allocation; and 4. Approve the draft Community Development Block Grant and Emergency Solution Grant subrecipient draft agreements as to form; and 5. Authorize the City Manager, or designee, to take any further actions and execute any documents and agreements as necessary to effectuate the submittal and execution of the Consolidated Plan and Fiscal Year 2025-2026 Annual Action Plan and necessary certifications to the United States Department of Housing and Urban Development. Mayor Tran opened the Public Hearing at 5:18 p.m. Deputy Director of Housing and Homeless Services Cassandra Searcy provided a presentation. There was one public comment: Regular Meeting Minutes June 18, 2025 Mayor and City Council of the City of San Bernardino Page 4 Scott Olson spoke about additional funding for police vehicles and the Mayor’s office, as well as assistance for the community garden. Highlights included a statement on ICE enforcement, Distinguished Schools Designations, and ‘Concerts in the Park’ beginning June 19, 2025 at Al Guhin Park. PUBLIC COMMENTS FOR ITEMS LISTED AND NOT LISTED ON THE AGENDA Mauricio Arellano, Superintendent of San Bernardino School District, commented on his pride in San Bernardino, congratulated the new City Manager, highlighted local education programs, and encouraged keeping talented students in the city. Lydia Savala spoke about animal population control and expressed concerns about the city’s current practices and data accuracy. Al Palazzo expressed a desire to work with the new City Manager to improve the city. Kim Calvin raised concerns about Council Members’ actions related to investigations and legal matters. Luis Ojeda expressed concerns about the Council-Manager form of government, lack of progress on city maintenance, and conflicts within city leadership. Erick Marquez invited council members to visit his community garden and shared personal updates. Ben Pratt, Vice President of IBEW (International Brotherhood of Electrical Workers) Local 477, spoke about IBEW’s apprenticeship and veterans’ programs and expressed interest in partnering with the city. Gregory Temple, also with IBEW Local 477, spoke about IBEW’s Electrical Re-Entry (ERP) Program and emphasized providing opportunities for formerly incarcerated individuals. Luis Matthews shared his experience joining the IBEW ERP program after prison and expressed gratitude for the opportunity to earn a living and contribute to the community. Jim Smith discussed the Arts and Historical Preservation Commission’s activities and Regular Meeting Minutes June 18, 2025 Mayor and City Council of the City of San Bernardino Page 5 called for more public visibility of meetings. Harry Hatch raised concerns about fireworks sales, enforcement of permits, and lack of city action on the issue. Pastor Paul E. Jones described the Benjamin E. Jones Resource Center’s services for homeless and low-income individuals and invited participation in their programs. Keith Benitez expressed support for an agreement with the Benjamin E. Jones Resource Center to help address homelessness. Angela Wilkinson, Assembly District Delegate for Assemblymember Robert Garcia, thanked city representatives for event invitations, requested updates on Tom Minor Park renovations, and extended an invitation to an upcoming San Bernardino Democratic Luncheon club meeting. Scott Olson reflected on past interactions at council meetings, criticized the city charter’s limitations, and emphasized the need to work together to solve problems. Hector Martin, speaking Spanish with an interpreter, asked that police stop bothering day laborers at Home Depot. Raul Gudino raised concerns about “halfway homes” housing sex offenders near residential areas and schools, citing safety concerns for children. Acela Gudino spoke about safety concerns related to sex offenders living nearby and requested a legal solution to remove them. Dolores Armstead criticized the approval of budget items she linked to political donors and expressed concerns about campaign financing influence. Ipyani Lockert encouraged community involvement in addressing city issues, promoted local events, and invited participation in wellness and healing activities. Alexis Teodoro, Worker Rights Director for the Pomona Economic Opportunity Center, spoke about alleged racial profiling of day laborers, proposed a temporary day laborer center, and requested a moratorium on Code Enforcement citations. Angel Lira described ongoing harassment of day laborers and requested a safe space for workers to seek jobs. Arthur Anderson discussed truck traffic and noise in neighborhoods, encouraged neighborhood organizing, and spoke against corruption. Julia Stauder criticized treatment of immigrants, proposed making San Bernardino a sanctuary city, and expressed support for protecting all residents. Venus Alfaro also expressed concerns about citations given to day laborers and requested a meeting to discuss solutions. Regular Meeting Minutes June 18, 2025 Mayor and City Council of the City of San Bernardino Page 6 Richard Mendoza spoke about homelessness in his neighborhood, truck-related pollution, and enforcement of truck operation laws. “K.R.” expressed concerns about local ICE (Immigrations and Customs Enforcement) activity and its impact on community safety and the local economy. “Junior” spoke on behalf of Home Depot day laborers, alleging harassment and discrimination, and called for protection of native people’s rights. Prior to hearing the Consent Calendar, Interim City Manager Gallardo announced that staff would be removing Item No. 8 from consideration, and it would be brought back at a later date. Acting City Clerk Telicia Lopez announced that there were a few administrative corrections to the recommendation for Item No. 4. CONSENT CALENDAR Items on the Consent Calendar are considered routine and are voted on in a single motion unless a council or staff member has pulled the item for more discussion. Approve a two­year Professional Services Agreement between the City and Dixon Mutadzakupa for project management consulting and support services for the City’s ERP software implementation, in an amount not­to­exceed $384,000 (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, authorize the City Manager to execute a Professional Services Agreement between the City of San Bernardino and Dixon Mutadzakupa for project management consulting and support services for the City’s Enterprise Resources Planning (ERP) software implementation beginning on July 1, 2025, and ending on June 30, 2027, in an amount not-to-exceed $384,000. Council Member Ortiz pulled this item to ask questions of Deputy Director of Finance Jeannie Fortune and Assistant City Attorney Maldonado regarding the procurement. Council Member Figueroa was not present on the dais for the vote on this item. Authorize the City Manager to execute a Vendor Service Agreement with Intelesys for the procurement of a Voice Over Internet Protocol (VoIP) services using the TIPS agreement; and 2. Authorize the Director of Finance & Management Services to issue a purchase order to GoTo Communications in an amount not to exceed $59,099.17 for one-time implementation costs and hardware, and the monthly recurring costs of approximately $12,757.43 not to exceed $153,089.16 annually for a 60-month term; and 3. Authorize the City Manager or designee to add additional lines of service and equipment as needed during the term of service for new hires not to exceed the department’s adopted budget and approve additional amendments to the agreement as necessary to facilitate the onboarding of new hires. (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the request to proceed with the intrusive waste limits investigation and waste characterization work plan at the Waterman Landfill, and contracting with Tetra Tech, BAS Inc. Council Member Ortiz asked Public Works Director Lynn Merrill to clarify the intent of the intrusive waste limits investigation. Director Merrill indicated that the investigation was a requirement of the State due to previous non-compliance. Approve the award of a Task Order with Rick Engineering in the amount of $149,670 for the Uncontrolled Crosswalk Evaluation Project; and 2. Authorize a contingency amount of $10,000 for unforeseen conditions, for a total not-to-exceed agreement amount of $159,670; and 3. Authorize the City Manager, Public Works Director, or City Engineer to execute all documents with Rick Engineering; and 4. Authorize the City Manager or designee to expend the contingency fund, if necessary, to complete the project. Council Member Ortiz inquired as to whether certain intersections would be included in this project. City Engineer Azzam Jabsheh confirmed.
