The Special Meeting of the Mayor and City Council of the City of San Bernardino was called to order at 3:00 p.m. by Mayor Helen Tran on Wednesday, August 13, 2025, at the Feldheym Central Library located at 555 West 6th Street, San Bernardino, California 92410. CALL TO ORDER Theodore Sanchez Council Member, Ward 1 Present Sandra Ibarra Council Member, Ward 2 Present Juan Figueroa Mayor Pro-Tem, Ward 3 Present Fred Shorett Council Member, Ward 4 Present Kim Knaus Council Member, Ward 5 Present Mario Flores Council Member, Ward 6 Present Dr. Treasure Ortiz Council Member, Ward 7 Present Helen Tran Mayor Present Eric Levitt City Manager Present Sonia Carvalho City Attorney Present Telicia Lopez Acting City Clerk Present Mayor Helen Tran Council Members Theodore Sanchez Sandra Ibarra Juan Figueroa Fred Shorett Kim Knaus Mario Flores Dr. Treasure Ortiz Special Meeting Minutes August 13, 2025 Mayor and City Council of the City of San Bernardino Page 2 3:00 PM PLEDGE OF ALLEGIANCE Council member Sandra Ibarra led the Pledge of Allegiance to the Flag. PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA Dolores Armstead expressed concerns regarding the treatment of Dr. Ortiz and the city’s reputation. John Shollenberger expressed concerns regarding the handling of Dr. Ortiz’s case, alleged past misconduct, and its impact on the city, council, and police department. Luis Ojeda urged patience in determining the facts, expressed support for Chief Goodman, and emphasized working together for the city’s best interest. Council Member Ortiz recused herself from the closed session discussion, as the matter involved her previously filed claim. The Mayor and City Council convened into Closed Session at 3:11 p.m. CLOSED SESSION A) CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION Initiation of litigation pursuant to Government Code Section 54956.9(d)(4): (Treasure Ortiz Claim) B) CONFERENCE WITH LEGAL COUNSEL Significant Exposure to Litigation (Pursuant to Government Code Section 54956.9(d)(2)): 1 Case. (Treasure Ortiz Claim) The Mayor and City Council reconvened from Closed Session at 4:51 p.m. CLOSED SESSION REPORT City Attorney Sonia Carvalho announced that there was no reportable action from Closed Session. Mayor Helen Tran made the following statement on behalf the body: The City of San Bernardino rejects Council member Treasure Ortiz's recent allegation against police chief Darren Goodman. These statements are false, inflammatory, and without evidence. The mayor and council unanimously stand firmly with our police department. The CLETS access in question was lawful and compliant with DOJ policy. We will defend against frivolous claims and the council remains committed to truth, unity, and public safety.
