The Special Meeting of the Mayor and City Council of the City of San Bernardino was called to
order at 5:31 PM by Mayor Helen Tran on Monday, February 10, 2025, at Feldheym Central
Library, San Bernardino, CA.

PLEDGE OF ALLEGIANCE
Council Member Treasure Ortiz led the Pledge of Allegiance to the Flag.
PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA
There were no public comments.
At this time there was a discussion on agenda item B. Council Member Flores asked for
clarification on the topic of discussion. It was confirmed that a consultant would be
joining the meeting as a follow-up to prior discussions on goal setting and feedback.
Council Member Ortiz questioned whether a publicly approved contract was needed
before engaging the consultant and why the item wasn't agendized as it had been
previously. It was clarified that an executed contract existed under the city clerk's
signing authority, which did not require Council approval due to its value being under
$50,000. Concerns were expressed about whether the proper procurement process was
followed and if the correct staff member had been authorized to execute the contract.
Assistant City Attorney Maldonado confirmed that no missteps had been made and
suggested the Council begin closed session without the consultant to further address
concerns.
At 5:44 PM the Mayor and City Council convened into closed session.

CLOSED SESSION REPORT
Assistant City Attorney Albert Maldonado announced that the Mayor and City Council
appointed Tanya Romo as the new Acting City Manager effective immediately, the motion
was made by Council Member Ortiz and second by Mayor Pro-Tem Figueroa and the
vote was unanimous.
ADJOURNMENT
The meeting of the Mayor and City Council was adjourned on Wednesday, January 8,
2024, at 9:18 p.m.
The next joint regular meeting of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency will be held on
Wednesday, February 19, 2025, at the Feldheym Central Library located at 555 West
6th Street, San Bernardino, California 92401. Closed Session will begin at 4:00 p.m.,
and Open Session will begin at 5:00 p.m.
