The Special Meeting of the Mayor and City Council of the City of San Bernardino was called to
order at 5:55 PM by Mayor Helen Tran on Monday, February 21, 2025, at Feldheym Central
Library, San Bernardino, CA. Pursuant to Assembly Bill AB2449, Council Member Mario Flores
participated in the meeting remotely, via Zoom, from the following location: 12125 Day St. Suite
E-307, Moreno Valley, CA 92553.

PLEDGE OF ALLEGIANCE
Mayor Pro Tem Juan Figueroa led the Pledge of Allegiance to the Flag.
PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA
Kim Calvin expressed disappointment that San Bernardino has gone through three city
managers this year and emphasized the need to set clear public expectations.
Al Palazzo expressed his vision for rebuilding San Bernardino, and emphasizing the
importance of empowering residents and developing affordable housing
Christian Shaughnessy acknowledged Mr. Bill Gallardo’s long tenure at his previous
city, and welcomed him to the City of San Bernardino.
DISCUSSION
1. Adoption of Resolution No. 2025-247 Appointing an Interim City Manager (All
Wards)
Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino,
California adopt Resolution No. 2025-247, appointing William J. Gallardo as Interim
City Manager.
Mr. Gallardo was introduced and welcomed as Interim City Manager. Council members
discussed that his start date would take effect upon CalPERS certification.
There was a substitute motion by Council Member Ortiz, seconded by Council Member
Sanchez, for staff to correct the official vacancy date in the staff report from February
11, 2025 to May 21, 2024 and amend the start date upon certification of CalPERS.
RESULT: APPROVED STAFF RECOMMENDATION WITH THE ADDITIONAL
REQUEST TO CORRECT THE OFFICIAL VACANCY DATE FROM
FEBRUARY 11, 2025 TO MAY 21, 2024 AND AMEND THE START
DATE UPON CERTIFICATION OF CALPERS. [8-0]

2. Resolutions updating the Bank and Investment Account Signature Authority
(All Wards)
Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, and the Mayor and City Council of the City of San Bernardino, California
acting in its capacity as the Successor Agency to the former Redevelopment
Agency of the City of San Bernardino adopt the attached Resolutions 2025-248
through 2025-257 updating the City’s and Successor Agency’s bank and investment
account signature authority.
Council Member Treasure Ortiz pulled requested to receive clarification regarding
signature authority.
RESULT: ADOPTED RESOLUTION NO’S. 2025-248,2025-249, 2025-250,
2025-251, 2025-252, 2025-253, 2025-254, 2025-255, 2025-256 and
2025-257 [7-0]

3. Professional Services Agreement with Robert Windle for Labor Negotiations
Consultation (All Wards)
Recommendation:
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, authorize the City Manager, or designee, to execute a Professional
Services Agreement with Robert Windle for labor negotiations consultant services.
Council Member Sanchez pulled this item to clarify that the consultant will report and
work with the City Manager. Assistant City Attorney confirmed that the contract states
that the consultant will be working with staff which included the City Manager.

ADJOURNMENT
The meeting of the Mayor and City Council was adjourned on Monday, February 21,
2025, at 7:24 p.m.
The next joint regular meeting of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency will be held on
Wednesday, March 05, 2025, at the Feldheym Central Library located at 555 West 6th
Street, San Bernardino, California 92401. Closed Session will begin at 4:00 p.m., and
Open Session will begin at 5:00 p.m.
