Special Meeting of the Mayor and City Council of the City of San Bernardino,
Mayor and City Council of the City of San Bernardino Acting as the Successor Agency
to the Redevelopment Agency, Mayor and City Council of the City of San Bernardino
Acting as the Successor Housing Agency to the Redevelopment Agency, Mayor and
City Council of the City of San Bernardino Acting as the Housing Authority, and Mayor
and City Council of the City of San Bernardino Acting as the San Bernardino Joint
Powers Financing Authority
TUESDAY, OCTOBER 14, 2025

The Special Meeting and State of the City of the Mayor and City Council of the City of
San Bernardino and State of the City Event was called to order at 4:12 p.m. by Mayor
Helen Tran on Tuesday, October 14, 2025, at the Will Rogers Room at the California
Theatre, located at 562 West 4th Street, San Bernardino, California 92402.

PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA
ZaZette Scott with the Family Assistance Program, spoke about Domestic Violence
Awareness Month. She stated that her organization provides services to victims of
domestic violence. She requested support and advocacy from the Mayor and City
Council.

The reception began at approximately 4:30 p.m.
RECEPTION
Guests of the State of the City enjoyed an outdoor reception.
5:30 PM
The State of the City convened at approximately 5:42 p.m.
PROGRAM
1. State of the City Presentation
Members of the San Bernardino Symphony Youth Orchestra opened the ceremony with
a musical performance.
Public Information Officer Jeff Kraus introduced the Mayor and City Council members,
award recipients, special guests and dignitaries, and event sponsors.
San Bernardino High School Alumnus Tistantje “Tristan” Mondragon sang the National
Anthem.
Land Acknowledgment was performed by members of the Yuhaaviatam Nation
Assembly Member James Ramos Sr., James Ramos, Jr., and Trevor Mathews.
The Mayor and City Council Presented a “Key to the City” symbolic award was
presented to Yuhaaviatam of San Manuel Nation and accepted by the tribe, including
Board of Directors Secretary Audrey Martinez and Gage Hernandez of the Youth
Committee.
The Mayor and City Council Presented a “Key to the City” symbolic award was also
presented to Tomas Morales, President of California State University San Bernardino.
The award was accepted by CSUSB Vice President of Advancement, Ray Watts, on
behalf of President Morales.
The Mayor and City Council took turns speaking about accomplishments in the City,
including commercial development, economic growth, completed projects,
homelessness, and crime statistics. The presentation also included “Rosemary’s Story”,
an inspiring narrative about how the City’s homeless assistance programs helped one
family, as well as a short video from members of the new Tesla Facility thanking City
staff for their collaboration.

Mayor Tran closed the meeting by expressing optimism for the City’s future and
thanking guests and the public for their attendance.
ADJOURNMENT
The Special Meeting and State of the City of the Mayor and City Council and State of
the City event was adjourned on Tuesday, October 14, 2025 at approximately 7:17
p.m.
The next joint regular meeting of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency will be held on
Wednesday, October 15, 2025, at the Norman F. Feldheym Central Library located at
555 West 6th Street, San Bernardino, California 92410. Closed Session will begin at
4:00 p.m. and Open Session will begin at 5:00 p.m.
