General Plan Amendment 25-03 and Municipal Code
Amendment to Title 10, Article I, Chapter 10.24, Adding
Section 10.24.195 to adopt Citywide Truck Routes, and
direct staff to comply with AB98 Warehouse Design and
Build Standards
Background, AB98
In September 2024, Governor Newsom signed into law Assembly
Bill 98 (AB98), establishing:
Requirement to adopt Truck Routes; and
Warehouse Design and Build Standards
Both to be implemented starting January 1, 2026

•Existing pattern of truck trips
•Conflicts and balances between routes truck and community
preferences

Trucks are essential to businesses and jobs in the City
Truck routes balance the needs of businesses vs. community
Truck routes connect our businesses to the freeways
Where Can Trucks Go?
•On designated truck routes.
•Other streets if they are picking up or delivering goods to a business
not on a truck route (CVC 35703).
Enforcement
Enforced by San Bernardino Police Department’s Commercial
Enforcement Unit.
Commercial Enforcement Unit provided significant input on truck
routes

No specific comments on truck routes but brought up the following:
Too many warehouses
New warehouse should not be near residential areas
Too many trucks on City streets
Trucks impact quality of life of the residents (traffic safety, air
quality, noise, and vibration impacts)
Trucks cause damage to the City streets and the resulting potholes
damage the residents’ cars
People’s Collective for Environmental Justice
City is not able to keep up with repairing potholes
Truck diesel fumes cause health issues
Idling trucks disturb the residents and impact their quality of life
Truckers ignore no idling signs and City enforcement is insufficient
City should do a better job of involving residents in issues that
impact them
Residents would like involvement in the general plan, development
code update, and AB98 warehouse standards
More restrictive standards should be considered than AB98 such as
distance between proposed warehouses and residential areas

Proposed truck routes connect to truck routes of the surrounding
jurisdictions.
53-foot semitrailers are able to access retail, commercial, and
industrial areas for pickup and delivery of goods and services.
Implementation
Install signage to identify truck routes, parking, and idling facilities
Share truck routes with businesses and truck drivers
Share methods and policies for enforcement with truck drivers
Provide truck route map to the California Trucking Association for
distribution to their members
Implement the Warehouse Design and Build Standards starting January 1,
2026

Original Language:
“Adopt the City of San Bernardino General Plan Truck Routes designated
as Figure C-3 in the City’s General Plan by reference or other updated
versions of the General Plan Truck Routes.”
Proposed Language:
“The City of San Bernardino General Plan Truck Routes designated in
Figure C-3 in the City’s General Plan are hereby adopted herein by this
reference, and as amended from time to time.”
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino:
1. Adopt Resolution No. 2025-393 of the Mayor and City Council of the City of San
Bernardino, California, adopting a Categorical Exemption under the California
Environmental Quality Act Section 15301(c), and approving General Plan Amendment
25-03 to amend the Circulation Element to add Citywide Truck Routes Option A
pursuant to Assembly Bill98 (AB 98), (Attachment 1A).
OR
2. Adopt Resolution No. 2025-394 of the Mayor and City Council of the City of San
Bernardino, California, adopting a Categorical Exemption under the California
Environmental Quality Act Section 15301(c), and approving General Plan Amendment
25-03 to amend the Circulation Element to add Citywide Truck Routes Option B
pursuant to Assembly Bill 98 (AB 98), (Attachment 1B);
3. Introduce, read by title only, and waive further reading of Ordinance No. MC-1657
of the Mayor and City Council of the City of San Bernardino, California, amending the
Municipal Code Title 10, Article I, Chapter 10.24, by adding Section 10.24.195 to add
Citywide Truck Routes (Attachment 2);
4. Direct staff to comply with AB98 Warehouse Design and Build Standards pursuant
to AB98 (Attachment 3); AND
5. Schedule the adoption of Ordinance No. MC-1657 to the regularly scheduled
meeting of the Mayor and City Council on January 7, 2025.
