General Plan Amendment 25-03, Introduce Ordinance No. MC-1657 Adding Section 10.24.195 to the San Bernardino Municipal Code adopting Citywide Truck Routes, and direct staff to comply with AB98 Warehouse Design and Build Standards (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino: 1. Adopt Resolution No. 2025-393 of the Mayor and City Council of the City of San Bernardino, California, adopting a Categorical Exemption under the California Environmental Quality Act Section 15301(c), and approving General Plan Amendment 25- 03 to amend the Circulation Element to add Citywide Truck Routes Option A pursuant to Assembly Bill 98 (AB 98), (Attachment 1A). OR 2. Adopt Resolution No. 2025-394 of the Mayor and City Council of the City of San Bernardino, California, adopting a Categorical Exemption under the California Environmental Quality Act Section 15301(c), and approving General Plan Amendment 25- 03 to amend the Circulation Element to add Citywide Truck Routes Option B pursuant to Assembly Bill 98 (AB 98), (Attachment 1B); 3. At this time, the regular agenda was resumed. CITY MANAGER UPDATE City Manager Eric Levitt provided the City Manager Update. PUBLIC COMMENTS FOR ITEMS LISTED AND NOT LISTED ON THE AGENDA At this time, public comments were heard. Prior to hearing the Consent Calendar, City Manager Levitt announced that staff would be pulling Item No. 11 and Item No. 14, bringing them back at the December 17th meeting. CONSENT CALENDAR Items on the Consent Calendar are considered routine and are voted on in a single motion unless a council or staff member has pulled the item for more discussion. Prior to taking the Consent Calendar vote, Council Members Sanchez, Shorett, and Mayor Tran, all recused themselves from Item No. 6 due to a Levine Act financial conflict for receiving campaign contributions from San Manuel. Recovering indirect costs associated with state and federal grants, consistent with the requirements of 2 CFR Part 200; and 2. Adopt Resolution No. 2025-398 accepting the Bridge Investment Program (BIP) Planning Grant for the Bridge Rehabilitation Planning Project in the amount of $676,348; and 2. Authorize the City Manager or designee to execute the grant agreement and all related documents in the total project amount of $845,435; and 3. Authorize the Director of Finance & Management Services to amend the FY 2025/2026 budget by recognizing $676,348 in federal grant revenue and appropriating the same amount in project expenditures for the Bridge Rehabilitation Planning Project; and 4. Authorize the Director of Finance & Management Services to appropriate $169,087 from the Local Regional Circulation Fund to satisfy the required 20% local match; and 5. Authorize the Director of Finance & Management Services to amend the FY 2025/2026 Capital Improvements Program to add the Bridge Rehabilitation Planning Project in the total amount of $845,435. Authorize Task Order No. 2026-001 with Hilltop Geotechnical Inc. in the amount not to exceed $300,000 for on-call geotechnical investigation and construction material testing services to support various Capital Improvement Program (CIP) projects through June 30, 2026; and 2. Authorize the City Manager or designee to execute the task order and any related documents necessary to implement these services, consistent with the terms of the existing On-Call Professional Services Agreement with Hilltop Geotechnical Inc. Approve Amendment No. 1 to the Maintenance Services Agreement with the Center for Employment Opportunities Inc. (CEO) increasing the not-to-exceed amount from $1,014,340 to $6,086,040 to reflect the cumulative contract value for the full six-year term; and 2. Council Member Ortiz pulled the item for further discussion. She discussed the subdivision map’s impending expiration and longstanding community concerns. Director Elliott reported no environmental or project changes since the original approval, so no new review was required. Deputy City Attorney Maldonado stated the developer had vested rights and could not be forced to restart without legal risk. Council Member Knaus clarified that the Oxbow debris issue was separate and highlighted the need for new housing and the developer’s positive track record. Senior Management Analyst William Lampi gave a presentation to the Mayor and City Council. Council Member Sanchez made a motion to receive and file the report and direct staff to look into a social host ordinance and drone enforcement program. Council Member Knaus seconded the motion.
