The Special Meeting of the Mayor and City Council of the City of San Bernardino was
called to order at 9:34 AM by Mayor Helen Tran on Wednesday, December 17, 2025, at
Double Tree by Hilton Hotel – Vista Room 285 E Hospitality Lane, San Bernardino, CA
92408.

INVOCATION AND PLEDGE OF ALLEGIANCE
Pastor BJ Simms with Kingdom Culture Worship Centre led the invocation, and Mayor
Pro Tem Juan Figueroa led the Pledge of Allegiance to the Flag.
PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA
Jeff Green spoke about a property at 450 N. G St. at which residents were being forced
to pay increased rent or move out. He asked for the Mayor and City Council’s assistance
with remedying the situation.
Pablo Velasco stated that he is a new commercial real estate agent and he is interested
in developments in San Bernardino. He asked for the Mayor and Council’s support.
DISCUSSION
1. Mayor and City Council Team Building and Goal Setting Session
The Mayor, City Council, City Manager, and Facilitator Knight Leadership Solutions,
will hold a team building session. The session will include discussions aimed at
creating strategic goals; and how its goals and strategies should drive decision-
making and resource allocation. The facilitator will then lead a conversation about
past achievements the Council wishes to build upon, followed by a discussion
clarifying governance roles and responsibilities and the essential partnership
between the Council and staff in achieving the City’s Vision and Mission. The group
will also explore steps for identifying mutual purpose and common ground on key
policies, issues, and decisions, while establishing effective communication norms.
The facilitator will share overarching themes from one-on-one Council interviews,
and the Council and City Manager will discuss anticipated community and
organizational challenges over the next 12–18 months.
Marie Knight of Knight Leadership Solutions facilitated goal setting with the Mayor and
City Council. The objective of the event was to assist the Mayor and City Council in
identifying their top priorities for the future of the City and determine if the City’s current
goals align with the future goals.
The Mayor and City Council identified several topics to prioritize:
1. Fiscal Sustainability
- Tax revenue
- Investment portfolio
- City-wide forensic audit
- Review of the recent class & compensation study.
2. Become an Organization of Excellence.
- Succession planning
- Smart City innovation
- Strong and stable leadership
- Organizational values.

3. Improve Quality of Life.
- Increasing culturally relevant City events
- Addressing blight
- Increasing housing
- Reducing homelessness.
4. Economic Growth and Development.
- Redevelopment in business corridors
- Job creation opportunities
- Leveraging assets and City-owned property
- Workforce development
ADJOURNMENT
The meeting of the Mayor and City Council was adjourned on Wednesday, December
17, 2025 at 3:42 p.m.
The next joint special meeting of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency will be held on
December 17, 2025, at the Feldheym Central Library located at 555 West 6th Street,
San Bernardino, California 92410. Closed Session will begin at 4:00 p.m. and Open
Session will begin at 4:00 p.m.
