Dear Mayor and Members of the City Council,
On behalf of Neighborhood Partnership Housing Services (NPHS), I am writing to express our
strong support for Agenda Item 9: the City of San Bernardino joining the San Bernardino
Regional Housing Trust through the proposed Joint Powers Agreement, as well as for Agenda
Item 10: Disposition and Development Agreement with Montebello Housing Development
Corporation for the development of Surplus Land Site 6 for affordable housing.
San Bernardino continues to face significant housing challenges, with many residents
experiencing cost burden and limited access to affordable housing options. Addressing these
needs requires both local action and regional coordination.
The San Bernardino Regional Housing Trust represents an important step toward expanding
resources for affordable housing. By working collaboratively across jurisdictions, the Trust can
help close funding gaps, attract new investment into the City, and accelerate the production
and preservation of housing that will boost the economic stability of San Bernardino.
We also support the proposed development of Surplus Land Act Site 6 by Montebello Housing
Development Corporation. Advancing affordable housing on city-owned land is a meaningful
way to increase housing supply and ensure that new development directly benefits residents in
need.
We thank the City of San Bernardino for the strides it is making to address the housing crisis
and for its continued commitment to expanding access to safe, stable, and affordable homes.
NPHS respectfully urges the City Council to support both items. Together, these actions will
strengthen housing stability, support economic mobility, and contribute to a more resilient
future for all residents in the city.
