PLEDGE OF ALLEGIANCE Mayor Pro-Tem Figueroa led the Pledge of Allegiance to the Flag. PUBLIC COMMENTS – NO PUBLIC COMMENTS BE ACCEPTED The Public Hearing was opened and closed on December 3, 2025; no further comments would be accepted regarding this item. PUBLIC HEARING 1.Continuation of General Plan Amendment 25-03 from December 3, 2025, Mayor and City Council Meeting (Public Hearing Closed)(All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino: 1. Adopt Resolution No. 2025-393 of the Mayor and City Council of the City of San Bernardino, California, adopting a Categorical Exemption under the California Environmental Quality Act Section 15301(c), and approving General Plan Amendment 25-03 to amend the Circulation Element to add Citywide Truck Routes Option A pursuant to Assembly Bill 98 (AB 98), (Attachment 1A). OR 2. Adopt Resolution No. 2025-394 of the Mayor and City Council of the City of San Bernardino, California, adopting a Categorical Exemption under the California Environmental Quality Act Section 15301(c), and approving General Plan Amendment 25-03 to amend the Circulation Element to add Citywide Truck Routes Option B pursuant to Assembly Bill 98 (AB 98), (Attachment 1B); Director of Community Development and Housing, Gabriel Elliott, and Deputy Director/City Engineer, Azzam Jabsheh, presented the Mayor and City Council with the updated map. They presented a revised General Plan amendment and truck route ordinance, incorporating the City Council’s prior direction by removing and adjusting designated truck routes on the map. The updated maps were reviewed to confirm changes based on council and community input, with staff noting coordination with the Police Department’s commercial unit. Council discussed revisions to the proposed truck route map, focusing on connectivity with neighboring jurisdictions, weight-restricted routes, and potential impacts to residential areas, schools, and traffic safety. Council Member Sanchez made a motion to approve the staff recommendation and amend the map by removing a designated truck route segment on Tippecanoe Avenue between the 10 Freeway and San Bernardino Avenue. Council Member Shorett seconded the motion.
