PUBLIC COMMENTS FOR ITEMS LISTED ON THE AGENDA There were no public comments or requests to speak. DISCUSSION 1. Approval of Service Contract for Homeless Outreach Provider and Transfer of American Rescue Plan Act (ARPA) Funding to New Contract (All Wards) Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Accept Hope the Mission’s (HTM) Notice to Terminate its Professional Services Agreement with the City effective December 22, 2024; and 2. Authorize the City Manager to Execute a Professional Services Agreement with Salvation Army for Homeless Outreach Services beginning December 18, 2024, through December 31, 2026; and 3. Authorize the Director of Finance and Management Services to issue a Purchase Order in an amount not to exceed $680,000 to Salvation Army using the remaining ARPA funds from the terminated agreement with HTM. Deputy Director of Housing & Homelessness Cassandra Searcy provided a presentation. She advised that during the time Hope The Mission serviced the City, they faced significant staffing capacity issues, as well as some performance-related issues. Hope the Mission submitted its termination notice on November 25, 2024. Its final day of service will be December 20, 2024. The Salvation Army is an experienced provider that can step in and provide services in place of Hope The Mission. Regular updates will be provided to the Mayor and City Council regarding the Salvation Army’s performance. Acting City Manager Rochelle Clayton advised that the Homeless Ad Hoc committee has provided a recommendation to the Mayor and City Council to approve this contract. Mayor Pro Tem Shorett disclosed that he is part of the Salvation Army’s advisory board, but he is not financially compensated for it. Therefore, he has been advised that he is permitted to participate in voting for this item.
