Alexander Special Closed Session Minutes Mayor and City Council of the City of San Bernardino Page 2 Paula Plunk spoke on the need for a city manager to be guided by morality and honesty and criticized past leadership. She accused the City Council and City Management of using fear and closed-door tactics and neglecting community welfare. Treasure Ortiz, criticized the City Council for ignoring warnings, and cited frequent City Manager turnover as evidence of systemic governance failures. The speaker emphasized the need for an experienced, qualified City Manager to handle major projects and urged the City Council to make an objective, experience-based decision for which they would be fully accountable. (Pursuant to Government Code Section 54957) Acting City Manager; Interim City Manager; City Manager Assistant City Attorney Thomas Rice reported that the Mayor and Council directed staff to begin the process to find an interim city manager and the process for a permanent city manager. The Special meeting of the Mayor and City Council was adjourned on Wednesday, December 14, 2022, at 6:36 PM. The Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency will adjourn to the next joint Special Meeting will be held on December 21, 2022, at the Feldheym Central Library located at 555 West 6th Street, San Bernardino, California 92401.
