A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SIN BERNAR.i)INO ESTABLISHING THEIR PRESENT INTENTION TO ADHERE
TO CER° AIN PRINCIPLES INVOLVING IMPROVEMENTS AND ASSESSMENTS AGAINS--
TH3 SAN BERNARDINO COUNTY FLOOD CONTROL DISTRICT FROxERTY UNDER THE
ITTCRCVEMENT ACT OF 1911.
WHEREAS, certain problems have arisen in the past between
the City of -'an Bernardino and the San Bernardino County Flood
Control .District relative to City improvements and assessments
under the Improvement Act of 1911; and
VEREAS, it is the intention of the Board of Supervisors
of the aan Bernardino County Flood Control .District and the Mayor
and Common Council of the City of :pan Bernardino to settle future
matters involving similar problems amicably and in the nest
interests of both the Flood Control District and the City of �.,jan
Bernardino;
NOW, THEREFORE., BE IT H�I.:Z--EBY R�,SOLVED by the Dayor and
Common Council of the City of San Bernardino that it is the present
intention of this governing body that the following principles
:hall be employed in the future as a basis for amicable settlement.
of such problems:
(1) That no such assessments shall be initiated by the
City against San Bernardino County Flood Control properties unless
and until the matter is first considered by the County -City co-
ordinating committee or some other committee designa.te,d by the
Mayor and Common Council of the City of San Bernardino and the
San Bernardino County Board of Supervisors.
(2) That such committee in its consideration of said
assessment problems shall be guided by the following principles:

(a) That the San Bernardino County Flood Control
District shall be assessed on all non -operating properties
(b) That the said District shall not be assessed
on operating properties, but shall contribute funds -toward City
projects involving operating property of the District only to the
extent that it is clearly shown that there are definite benefits
that will accrue to such operating properties of the District from
the project.
I HEREBY CERTIFY that the foregoing Resolution
was duly adopted by the Mayor and Common Council of theCity of
