intersection.
This item has NOT PLANNED for the future. If you are going to upgrade, do it just once and
do it right. This upgrade did not take in any public input or suggestions and if so, no
suggestions have been taken, but ignored.
I have included a suggestion that would :
1- eliminate the 100 truck/ semi trailer overnight storage ( really not a good idea in itself for
this area.
2 -allow for most of the rest of the project with some down sizing
3 -use some eminent domain on city and private right-aways
4- eliminate a very dangerous exit entrance for trucks on the old Kendall road, requiring
semis to turn out into on- coming traffic just to use the driveway, by moving it over to the new
Kendall route next to the SBWD tanks and put all traffic at the Industrial Parkway intersection
now in existence eliminating the necessity for U turns from SB Palm to NB Palm to get back
to the freeway.
5- It allows for slow commercial vehicles to not have slow for an "s turn", then attempt to
match high speed down hill I-215 SB traffic , by straitening out the on ramp and extending it
for a 1/2 mile , considering how many semis enter this "SB entrance along with 4-wheelers
who will need to get around and some risk to meld with the #1 lane high speed traffic. It is
these " differences in speed" on the freeways that causes many accidents.
6- It takes away the very dangerous U-TURN ("180 degree ramp) SB off ramp, coming off a
high speed down hill to a sudden 180 degree turn to a blocked intersection and even run into
an abrupt back up on the off ramp. For semis and large RVs, this is very discerning and
dangerous. By creating a new straight SB off ramp on the old existing Kendal dr., and
extending back 1/2 mile, this allows for plenty of slow down time and no wierd 180 turns. .
7- These suggestions are for safety and smooth ops in consideration of the future and
present. This intersection has been "F" rated by Cal-Trans for over 20 years. It has taken this
long to get to this point and it appears only for lack of safety and the future needs, it is being
pushed thru suddenly.
I realize there is substantial more cost involved, and some legal entanglements; and reality
would be to hold up on more local development till this has been done properly.
But , you cannot; should not; and in your own minds, could not morally do less that the
right thing the first and only time. Do the right thing this time. My drawings are not perfect, but
they must be a stimulus to do the right thing I would hope.
I implore you study these suggestions, if only to be made more aware of what this set of
plans presented to you Wednesday evening are leaving out. I also implore you to get more
input from the area residents on current griefs and why you need to do better than a band-aid
fix.
This is NOT A FIX, but a "sliver to infect the future hands" of smart intelligent envelopment.

Summary : Here are my suggestions Just my humble opinion.
1- Make Kendall the new SB off ramp, 1/2 mile long;
2-re route Kendall along water tanks ( eminent domain) to Industrial parkway;
3- straighten SB on ramp ( extra lanes ) to enable slower trucks to gain more speed upon
entering SB I-215 and make the on ramp at least 1/2 mile long to blend into hi speed SB
traffic;
4- Make both NB off and on ramps longer (1/2 mile or more) with OFF RAMP = two or more
lanes to hold heavy flow to Palm away from high speed traffic
