Dear Mayor and City Council Members, My name is Edgar Reyes, and I am writing to provide public comment regarding the second reading of the proposed short-term rental ordinance. I respectfully ask the Council to consider adopting a regulated short-term rental program, administered through Deckard Technologies, rather than pursuing policies that would eliminate these businesses entirely. Short-term rentals support many local residents, families, and small business operators throughout San Bernardino. Beyond property owners, these businesses create work for cleaners, maintenance crews, landscapers, contractors, and other local service providers. They also bring visitors into our city who spend money at nearby restaurants, gas stations, shops, and entertainment venues. I understand there are concerns regarding noise and neighborhood impact. However, I believe regulation and enforcement is the solution — not elimination. A structured program creates accountability, oversight, and clear operational standards for responsible hosts while allowing the City to address bad actors directly. The Planning Commission and City staff have already invested significant time into developing a regulatory framework. I respectfully encourage the Council to rely on the recommendations and professional work already completed instead of discarding a program that can be effectively managed. The City of Riverside provides an example of how short-term rentals can successfully operate under regulation through Deckard Technologies. Their system demonstrates that enforcement, registration, and accountability can coexist with neighborhood protection and economic opportunity. I respectfully ask the Council to: • Support keeping approximately 108 local short-term rental businesses operational • Adopt a regulated and enforceable short-term rental program • Utilize Deckard Technologies to administer and enforce the program effectively This decision will have a direct impact on local families, workers, and small business owners throughout San Bernardino. I believe the City has an opportunity to implement a balanced solution that protects neighborhoods while also supporting economic growth and responsible tourism.
