City of San Bernardino Mayor Tran and City Council members.
Adopt Resolution No. 2026-068 of the Mayor and City Council of the City of San
Bernardino, California, denying Appeal 26-09, thereby upholding the Planning
Commission’s denial of Subdivision 26-03
I am Monica Robles - Founder and CEO of Association de Emprendedor@s, an organization that works with
entrepreneurs, food vendors, home-based businesses, and small business owners throughout San Bernardino
County and especially here in San Bernardino City.
Through our work, Emprendedor@s Program we regularly meet individuals who are looking for
opportunities to start and grow businesses, create jobs, and build wealth within their communities. Many of
these entrepreneurs face significant barriers, including access to affordable commercial space, commercial
kitchens, technical assistance, capital, and customer markets.
We have observed growing interest among residents in opportunities that support local entrepreneurship, food-
based businesses, micro-enterprises, and pathways to business ownership, we have graduated more
than 500 Emprendedor@s (Entrepreneurs) in the County of San Bernardino alone
and more than 200 City of San Bernardino residents since 2017
We also see first hand many aspiring entrepreneurs seeking spaces where they can test concepts, develop
products, and eventually expand into permanent storefronts. As organizations and policymakers consider future
development along major commercial corridors, it may be helpful to consider how different types of land uses
contribute to our local economic opportunities small-business creation, workforce development, and long-
term community investment.
Our experience suggests that residents benefit from a diverse local economy that includes opportunities for
both established businesses and emerging entrepreneurs.
A prime corner like Sierra and Baseline, at the entrance on one side of a Transit Oriented District zone, should
epitomize what that community needs and desires. A single-use fast-food drive-thru does not appear to be in the
best interest of land use, policy, local community, and local entrepreneurs and small businesses.
I strongly urge the City Council to consider those things to uphold the denial at this site.
