Symonds from First Presbyterian Church led the invocation, and Councilmember Theodore Sanchez led the Pledge of Allegiance to the Flag. CLOSED SESSION REPORT Deputy City Attorney Albert Maldonado reported that Item B on the Closed Session agenda concerned anticipated litigation involving significant exposure to litigation. He stated that, following a recent meeting of the City’s Charter Review Committee, he had prepared a memorandum providing legal opinions on six proposed Charter amendments, which had been prepared under the attorney-client privilege. He further reported that the City Council discussed whether to waive the privilege and unanimously voted to waive the privilege for all portions of the memorandum except one section. He noted that the portions of the memorandum for which privilege had been waived, including the sections pertaining to three of the six proposed amendments that were the focus of the Charter Review Committee’s discussion, would be made available for public review. PRESENTATIONS 1. Proclamation for Juneteenth Independence Day in the City of San Bernardino - June 19, 2026 (All Wards) The Mayor and City Council presented the recognition to Ernie Burries with Inspired Fervor Inc., & Omega Psi Phi & Willie Williams with 100 Black Men. There was a consensus among the Mayor and City Council Members to reorder the agenda to conduct business items prior to the public hearing. CONSENT CALENDAR Items on the Consent Calendar are Considered Routine and are Voted on in a Single Motion Unless the Mayor and City Council or a Staff Member has Pulled the Item for More Discussion. At this time, staff requested to amend the agenda and move Item No. 15 Community Facilities District No. 2022-2 (Palm) 2026 Special Tax Bonds (Ward 4) from consent calendar to discussion. Council Member Juan Figueroa announced that he would recuse himself from consideration of Item No. 16 due to a conflict of interest, as the agreement involved one of his employers. Mayor Tran disclosed for the record that, pursuant to the Levine Act, she had received campaign contributions related to Item No. 29. At this time, public comments for Item No. 8 were heard. RESULT: APPROVED MOTION TO DENY ORDINANCE NO. Approve the following services for the Land Management Project: a. A Managed Services agreement for Tier 2/3 Accela support for a period of 18 months in an amount not to exceed $180,000; and b. An Accela OpenCounter subscription for a period of 18 months in an amount not to exceed $158,333.33; for a combined not-to-exceed amount of $338,333.33 Approval is subject to confirmation of the correct contracting party for Managed Services, since the attached scope references TruePoint Managed Services and not simply an Regular Meeting Annotated Agenda June 17, 2026 Mayor and City Council of the City of San Bernardino Page 6 amendment to the original Gray Quarter implementation agreement; and 2. Approve Disposition and Development Agreement (DDA) with Montebello Housing Development Corporation (MHDC) for the Development of Two Affordable Housing units at 1715 N. Adopt Resolution no. 2026-077 approving the Disposition and Development Agreement (DDA) between the City of San Bernardino and Montebello Housing Development Corporation (MHDC), a nonprofit affordable housing developer, for the development of approximately 0.15 acres of city-owned surplus land, identified as site 6 for affordable housing; and 2. Authorize the City Manager or designee to execute the DDA, along with any subsequent amendments, extensions, and other necessary documents to complete the transaction.
