Public Hearing and Adoption of Fiscal Year 2026 -2027 Maximum Permitted Solid Waste Service Rates and Future CPI Adjustments Through Fiscal Year 2030-2031 (All Wards). pg.84 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Conduct the public hearing regarding the proposed Maximum Permitted Service Rates for Integrated Solid Waste Collection, Processing, and Disposal Services; and, 2. Determine if written protests have been received from the owners and tenants of parcels which are subject to the Maximum Permitted Service Rates for Integrated Solid Waste Collection, Processing, and Disposal and whether a majority protest has been received; and, 3. If there is no majority protest, adopt Resolution No 2026 -131 of the Mayor and City Council of the City of San Bernardino, California approving the Fiscal Year 2026-2027 Maximum Permitted Service Rates and the annual CPI adjustment schedule for Fiscal Year 2027-2028 through Fiscal year 2030-2031. Authorizing the Director of Finance and Management Services to make retroactive Fiscal Year 2025-2026 budget amendment to increase expenditure appropriations by a total of $1,735,179.97, consisting of $385,870 in HOME Investment Partnerships Program funds for the Arrowhead Grove Phase 4 Affordable Housing Development Project; $630,580.67 in HOME funds for Jamboree’s 5th and Meridian Affordable Housing Development Project; $551,858.10 in General Fund appropriations for the Rapid Rehousing Services Program; $150,000 in CDBG funds for the Hillside Capital Street Improvements Capital Project; and $16,871.20 in CDBG -CV funds for the Motel Voucher Program. 2. Authorize the City Manager, or designee, to execute Fiscal Year 2026 -27 renewal agreements and related contract documents with Tyler Technologies, Inc., Harris Computer Systems, and Verizon Wireless for the services described in the staff report; 2. Tyler Technologies, Inc. for AEGIS legacy administrative system support, not to exceed $252,941.46; b. Authorize the City Manager to Execute Goods Purchase Agreement with B&H Foto and Electronics Corporation for Audio Visual Products and Services Using Region 4 ESC Cooperative Contract No. R250402 in an Aggregate Amount Not to Exceed $120,000 (All Wards) pg.622 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Approve and authorize the City Manager to execute a Goods Purchase Agreement and associated Exhibit documents with B&H Foto and Electronics Corporation to purchase audio visual products, equipment, related accessories, and available services utilizing OMNIA Partners Cooperative Contract No. R250402 issued by Region 4 Education Service Center. 2. Establish a total contract compensation amount not to exceed $120,000 for a term ending September 30, 2028, with options for up to two (2) one-year extensions, subject to and contingent upon discretionary contract renewal by Region 4 Education Service Center. Agreement with California Professional Engineering, Inc. for On -Call Installation of Rectangular Rapid Flashing Beacons in an Aggregate Amount Not to Exceed $500,000 Through June 30, 2030 (All Wards) pg.690 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Authorize the City Manager to execute an On-Call Maintenance Services Agreement with California Professional Engineering, Inc for the installation of Rectangular Rapid Flashing Beacons in the total amount not to exceed $500,000 for a term through June 30, 2030; and 2. Authorize the Director of Finance and Management Services to issue a purchase order not to exceed $100,000 for the first year of the agreement (FY 26/27). 21. Approve Amendment No 1 to Vendor Services Agreement with West Coast Netting for Driving Range Repair Services at the Shandin Hills Golf Course increasing the not to exceed amount by $130,499.36 (Ward 5) pg.726 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Approve Amendment No. 1 to the Vendor Services Agreement with West Coast Netting for Driving Range Repair Services at the Shandin Hills Golf Course increasing the not to exceed amount by $130,499.36 for a new total contract amount not to exceed $375,092.36; and 2. Authorize the City Manager to execute all necessary documents and expend the contingency budget as appropriate. 22. Five-Year Capital Improvement Plan FY 2026/27 to FY 2030/31 for Measure I Local Street Program Expenditures (All Wards) pg.755 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California adopt Resolution 2026-141 approving the Revised Measure I Five-Year Capital Improvement Plan for Fiscal Year 2026/27 through Fiscal Year 2030/31 (MICIP) and Measure I Expenditure Strategy. On-Call Maintenance Services Agreement with Yunex LLC for Traffic Signal Improvements at Various Locations in the total amount not to exceed $400,000 for a term through June 30, 2030 (All Wards) pg.763 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California: 1. Authorize the City Manager to execute an On-Call Maintenance Services Agreement with Yunex. Resolution For Approving Letter of Authorization Agreement for the City Facility Energy Infrastructure Assessment Program with Alliance Building Solutions to Conduct a Comprehensive and No Cost Assessment of City Facilities for Potential Energy Conservation Measures Retrofit, and Finding This Action Exempt from the California Environmental Quality Act. (All Wards) pg.800 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, Adopt Resolution No. 2026-142 of the Mayor and City Council of the City of San Bernardino, California, authorizing the City Manager to execute a Letter of Authorization Agreement for a City Facility Energy Infrastructure Assessment Program with Alliance Building Solutions (ABS) in order to conduct a comprehensive and no cost assessment of city facilities for potential energy conservation measures retrofit, and finding this action exempt from the California Environmental Quality Act. DISCUSSION 25. Designation of Voting Delegates and Alternates for the 2026 League of California Cities Annual Conference and Expo, September 23 -25, 2026, Anaheim Convention Center (All Wards) pg.813 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, approve the selection of one voting delegate and up to two alternate voting delegates to the 2026 Cal Cities Annual Conference and Expo on September 23-25, 2026, Anaheim, California Convention Center. 26. Arden Guthrie – Presentation and Developer Selection (Ward 2) pg.821 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, receive a report, consider presentations from the development teams on their concept for the future development of the Arden Guthrie property, and provide staff direction regarding the development of the Arden Guthrie Property. Downtown San Bernardino PBID Phase II Formation - $74,500 Agreement with Civitas Advisors, Inc. and Fiscal Year 2026 -2027 General Fund Budget Amendment (Ward 2) pg.971 Recommendation: It is recommended that the Mayor and City Council of the City of San Bernardino, California, adopt Resolution No. 2026-143: 1. Receive and file the oral presentation from Civitas Advisors Inc., on the Downtown San Bernardino Property and Business Improvement District (PBID) Formation Phase I Final Feasibility Study and Findings / Overview of the proposed Phase II Formation process; and 2. Authorizing the City Manager, or designee, to execute the Professional Services Agreement (PSA) with Civitas Advisors Inc., for the Downtown San Bernardino Property and Business Improvement District (PBID) Formation Services Phase II in an amount not-to-exceed $74,500 and, signing subsequent, necessary, and related documents to implement the PSA; and 3. Authorizing the Director of Finance and Management Services, or designee, to amend the FY 2026/27 Operating Budget in the amount of $74,500 for the Phase II Formation of the Downtown San Bernardino Property and Business Improvement District, and; moving the funds into Economic Development Department Professional Contractual Services; and 4. Authorizing the Director of Finance and Management Services, or designee, to issue a purchase order in the amount of $74,500 to Civitas Advisors, Inc. 28. Shandin Hills Golf Club Management Agreement -Audit Status Update (Ward 5) pg.1042 Recommendation: It is recommended that the Mayor and City Council receive and file this status report on the independent, agreed-upon audit of the Shandin Hills Golf Club Management Agreement. If the City Council chooses to add scope to the audit staff can amend the scope of work. ITEMS TO BE CONSIDERED FOR FUTURE MEETINGS 29. If that person is representing a group or organization the presiding officer may request that the speaker identify that group or organization, including that group or organization' s Address. Rule 4. Notwithstanding the provisions of Rule 2 and 3 above, a person shall not be required to provide their name or address as a condition of speaking. Rule 5. Time Limits: 5.01 Each member of the public shall have a reasonable time, not to exceed three ( 3) minutes per meeting, to address items on the agenda and items not on the agenda but within the subject matter jurisdiction of the Mayor and City Council. 5.02 Notwithstanding the time limits set forth in subsection 5. 01 above, any member of the public desiring to provide public testimony at a public hearing shall have a reasonable time, not to exceed ( 3) minutes, to provide testimony during each public hearing. Said total period for public comments shall not exceed 60 minutes, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. A three-minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. Speakers who wish to present documents to the governing body may hand the documents to the City Clerk at the time the request to speak is made.
