Hello Mayor, Council, & City Staff, Based on staff's report, I suggest you move forward with the option to request a new RFP and allow the two developers to modify and enhance their proposals, as well as, encourage other developers to submit their proposals. I'm not sure if a public feedback session was held with the neighboring community, but I would strongly advise that you conduct one given the high-traffic nature of that corridor. We should also be mindful of any future adjustment to the 210 freeway related to the proposed Victoria St off ramp idea and how that could potentially impact this project. I didn't notice any commitment to a Project Labor Agreement from either proposal and would like to see mixed-use development for this site. Workforce housing is sorely needed in this neighborhood given the nearby schools, healthcare services, retail and entertainment amenities. I would also like to see our city attract more employee and consumer-friendly businesses, like Winco, to this project site. Good afternoon City of San Bernardino Mayor, City Council, and Animal Services Staff: I write this public letter to bring the City of San Bernardino Animals Service to your attention and to suggest that long range strategic planning needs to be done to avoid the continuance of the number of puppies, number of animals and those brought to the shelter when their owners move. There needs to be some forward-looking thinking to reduce the growing number of animals in these groups. When I wrote in February, many of us had hopes that a new Director would begin to build a culture of care and accountability. Unfortunately, many of us continue to be concerned that we are not seeing a culture of care for animals and their well-being. There seems to be no time for dogs to play in their yard, for staff to do videos to save dogs or to encourage volunteers to do these. The strength that continues is the completion of paper work. We can only hope that we will begin to see the care of animals as a priority with support for the SBC community members. We can hope that there are plans to meet with rescues and interested parties to find ways of organizing and sharing mutual efforts that would most helpful and useful. The need continues to set ongoing on-site SBC direct review cycles (not just paper reports from the shelter that make everything look fine). The element that continues to be missing in the City of San Bernardino Animals Services is to have a culture of care for its animals and its many communities involved: Care for the animals: As sentient and social, animals’ lives at the shelter lives need to be recognized as important and worthy of respect: The effort to have dogs neutered before leaving is wise and practical. All SBC posts on Facebook and for rescues information need to use language to support goals of helping animals to return to their home or a new one and saving their lives. Every effort we can make together to save animals is important for their lives and shelter values. People call SBC and receive damaging reports that are in direct conflict with the kennel cards. Staff response to requests for extensions for dogs has improved. The surprise that continues involves the number of dogs to be euthanized for behavior that is caused by shelter conditions, for medical when there is no veterinarian on staff and for long stayers that the shelter is seen as doing very little to help exit. Many of the long stayers are very good dogs. Sadly, once a dog is on the kill list, it seems that the staff has delegated the animal’s safety outside of the shelter to those unpaid. We often read that a dog was killed because there was no interest. In fact, the shelter staff makes no effort to know how many people are working to save the dogs and cats. For dogs, someone establishes a chat on Facebook for every dog listed for euthanasia. Because of not meeting with rescues and networkers, shelter staff seem to have limited awareness of the time involved to build a group, to seek pledges, to find a rescue and to put in place a plan involving transport, foster, etc. Dogs leaving SBC, need to be part of a team effort. There is no sensitivity to what killing dogs and cats does to the community. Specifically, it was disheartening to see dogs killed: After Shane’s efforts.. When large numbers of dogs have left in a day. Killing for Behavior: When dogs are scheduled to be killed for behavior, it needs be to recognized these animals are often afraid and rightfully so. There is close confinement— many dogs to one kennel. Dogs do not go to the play yard—dogs have no regular exercise. We are told that often that there is not enough food. The dogs fight over food and space. This then results in dogs being killed. Animals of the same gender (unspayed and unneutered) are housed closely together in less, than ideal conditions. How do we help SBC to improve conditions? Building caring relationships in the community through communication: The shelter Facebook page is a good way to reach the community. There need to many more communications and more varieties of them to build relationships; to help owners find impounded animals and to convey a kind of caring the community and its animals. Community members need to know the phone numbers and email addresses of how to reclaim, adopt and rescue a dog. There are now a few more phone numbers. There doesn’t seem to be a general email address to correspond with the shelter staff. They often act defensive to suggestions. The shelter’s is a public local service. How can its information to rescues and interested parties be sent from a NO REPLY address and encourage communication. Reports are not as accurate or kept up to date as they were in the days of the SB Police Department. Also, there is no central place for the SBC publics to know of animals at risk, killed or rescued, adopted or returned to owner etc. Whether a dog is saved or killed, the next day, the info on Pet Connect speaks to an error rather than providing a link to the Outcomes Report. Pet Connect does not contain critical information for networkers, rescues, adopters and the public to know such as that which comes only in email: Rescue Only, Kennel Cards and the Review Date (this latter is a ‘pretty’ term used at SBC for a kill date for the animal if it is still in residence; like euthanasia it sounds better than the animal dying). Some of the email info can be linked to the Pet Connect info by clicking on the photo. The list of dogs killed from the shelter is only online in the Outcome Report. A networker reports daily on big dogs coming in and those killed. People really don’t want dogs killed and they specifically, don’t want them on the euth list even before they are available with minor reasons listed: bump on the leg, age, ear infections, fear etc. The number and speed of dogs and cats assigned for euthanasia greatly outstrip the numbers of dedicated networkers. Staff doesn’t provide photos or videos with their euth lists to help save the animals. Without photos, rescues don’t get a good feel for the animals. Staff could invite more volunteers to do photographs, make friends with the dogs and reassure them that they are cared for. Videos a few days after intake would save many animals Management and staff need to make an effort to learn how their actions are affecting their publics. The staff’s lack of knowledge of what is entailed for networkers to have information to prepare posts, for a rescue to procure foster care and pledges seems a combined lack of respect for those making the effort to save the animals as well the animals. Hopefully, the planned for meetings may help open some paths toward more dogs leaving SBC alive. An unfortunate happening that seems to continue is that we hearing that staff supervises the public’s animal posts. When staff sees posts as critical, they are reported as offensive to FB resulting in a person’s lack of ability to post. This affects networkers and those very interested in SBC and its animals. Secondly, I urge the Mayor and Council to heed the advice of the Planning Commission in denying Appeal 26-09 regarding the proposed McDonalds project on Baseline Ave. Finally, regarding your discussion items surrounding the city's 5-year strategic goals regarding our Unhoused Action Plan; I urge you to prioritize permanent supportive housing over interim and emergency housing capacity. Also, I believe there's a missing point of emphasis regarding supporting people who are cycling in and out of homelessness via our county jails. We need more support from city and county to divert people away from jails/prisons/immigration detention and into housing, voluntary treatment, and other wraparound supportive services.
