DISCUSSION
1. Presentation of FY 2021/22 Proposed Budget
Recommendation
That the Mayor and City Council receive a presentation of the FY 2021/22
Proposed Budget and provide direction to staff.
Finance Director Barbara Whitehorn presented the proposed budget, including
revenues, expenditures, fund balances, the Capital Improvement Plan (CIP), and
Measure S funding. Projected revenues were approximately $186.4 million, with
investments focused on community health and safety, amenities, deferred maintenance,
operations, and customer service.
She presented the CIP, including major funding for storm drainage, buildings, traffic
controls, parks, and street projects. For Measure S, staff recommended approximately
$10.3 million to preserve existing services and $32.4 million for operations and capital
improvements, leaving approximately $16.7 million unallocated. Whitehorn also
reviewed reserve projections and the revised American Rescue Plan allocation of
approximately $77 million. She concluded by outlining the remaining budget process,
after which the Council proceeded with questions and discussion.
The Mayor and City Council reviewed the proposed budget and Capital Improvement
Program, focusing on additional funding for streets, infrastructure, public safety, parks,
Code Enforcement, and neighborhood services. Council Members requested additional
Code Enforcement and Police staffing, increased street rehabilitation funding, park
improvements, and enhanced cleanup, parking enforcement, and public safety efforts.
They also discussed street and infrastructure priorities, including Bellevue Avenue,
Mount Vernon and Rialto Avenue, Sierra Way, and several additional neighborhood
streets. Staff explained project prioritization, carryover projects, and delays related to
state and county approvals. Also discussed Nicholson Park, the Animal Shelter, park
restroom improvements, technology and permitting, homelessness and affordable
housing, cannabis and fireworks revenues, nuisance abatement, and city reserves.
Additional requests included expanded downtown and cultural support, recycling
services, street-sweeping signage, police community programs, and potential
organizational and staffing changes. Staff agreed to provide additional information and
consider the requested revisions before the budget was finalized.
